Safety Mark (Dấu an toàn) cho hàng hóa tại Singapore

1. Safety mark là gì?

Safety mark được tạm dịch là Dấu An Toàn. Đây là một biểu trưng được chỉ định để sử dụng cho  việc kiểm soát hàng hóa (CG) trong quy trình Bảo vệ Người tiêu dùng (Yêu cầu về sự an toàn) (CPSR). Đề xuất sửa đổi này của Enterprise Singapore đối với CPSR vào ngày 15 tháng 1 năm 2018 yêu cầu 33 loại sản phẩm gia dụng (Hàng hóa được kiểm soát) phải được kiểm tra theo các tiêu chuẩn an toàn quy định và dán với Dấu an toàn trước khi sản phẩm có thể được bán ở Singapore.

Safety mark giúp người tiêu dùng và nhà cung cấp xác định Hàng hóa được Kiểm soát đã đăng ký. Những hàng hóa này phải mang Dấu AN TOÀN được dán trên Hàng hóa được Kiểm soát hoặc trên bao bì của chúng (được dán ở vị trí dễ thấy). Nhãn hiệu bao gồm một “logo an toàn” và các từ “SAFETY MARK” trong một hình chữ nhật ở bên phải. Những hàng hóa này cũng có thể được truy xuất nguồn gốc với một số đăng ký 8 chữ số duy nhất cho người đăng ký và các mẫu đã đăng ký.

Ngoài ra, các thiết bị có phích cắm 3 chân cần phải có hai Dấu AN TOÀN trên chúng. Một trên thiết bị và một trên chính phích cắm, ví dụ như hình ảnh bên dưới:

Để bảo vệ quyền lợi của mình, tránh những rủi ro đáng tiếc, Người tiêu dùng cũng là một nhân tố góp phần giữ an toàn cho chính mình và cho gia đình mình bằng cách tìm Dấu hiệu AN TOÀN khi mua các thiết bị điện, điện tử và gas gia dụng trên thị trường.

Các Quy định về Bảo vệ Người tiêu dùng (Yêu cầu An toàn) (CPSR) yêu cầu 33 loại thiết bị và phụ kiện điện, điện tử và khí đốt gia dụng còn được gọi là Hàng hóa được Kiểm soát, phải được kiểm tra theo các tiêu chuẩn an toàn cụ thể và được gắn Dấu AN TOÀN trước khi chúng có thể được bán ở Singapore. Chúng bao gồm kiểm tra các biện pháp an toàn chống cháy, điện giật, nổ và các mối nguy hiểm khác có thể dẫn đến thương tích, tử vong hoặc thiệt hại tài sản.

Người tiêu dùng được khuyến cáo chỉ mua Hàng hóa được Kiểm soát có dán Dấu AN TOÀN.

2. Tại sao khi mua sản phẩm cần chú ý đến Dấu AN TOÀN?

Dấu AN TOÀN cho biết thiết kế của sản phẩm đã được thử nghiệm và chứng nhận tuân thủ các tiêu chuẩn an toàn liên quan. Đối với hầu hết các danh mục thiết bị, sự hiện diện của Dấu AN TOÀN cũng chỉ ra rằng các biện pháp bảo vệ bên trong đã được kết hợp để bảo vệ chống lại các mối nguy hiểm về điện và hỏa hoạn.

Dấu hiệu an toàn trên hàng hóa được kiểm soát:

• Đảm bảo sản phẩm đáp ứng các yêu cầu an toàn quy định
• Giúp ngăn ngừa sự cố có thể dẫn đến thương tích hoặc tử vong và thiệt hại tài sản.
• Mang lại cho nhà sản xuất một lợi thế tiếp thị từ quan điểm của người tiêu dùng.

3. Bạn phải làm gì khi phát hiện Hàng hóa được kiểm soát không đăng ký và không có Dấu AN TOÀN?

Cơ quan An toàn Sản phẩm Tiêu dùng tại Singapore có quan điểm rất nghiêm ngặt và rõ ràng về bất kỳ trường hợp không tuân thủ nào. Nếu bạn biết bất kỳ ai đang cung cấp hoặc bán Hàng hóa được kiểm soát chưa đăng ký, người tiêu dùng có thể cung cấp cho Cơ quan an toàn thông tin liên quan như: loại sản phẩm, thương hiệu / kiểu máy, tên công ty, địa điểm, v.v. để có thể thực hiện hành động cưỡng chế thích hợp buộc nhà cung cấp phải tuân thủ các Quy định về sản phẩm. 4. Chế tài xử phạt của việc cung cấp Hàng hóa được Kiểm soát chưa đăng ký

Bất kỳ Cá nhân, doanh nghiệp nào bị kết tội bán Hàng hóa yêu cầu cần đăng ký kiểm soát an toàn nhưng chưa đăng ký, sẽ phải chịu trách nhiệm sau khi bị kết án, với mức phạt tiền không vượt quá 10.000 đô la Singapore hoặc bị phạt tù có thời hạn không quá 12 tháng hoặc cả hai.

5. Quy trình đăng ký sản phẩm được kiểm soát:

Bất kỳ nhà nhập khẩu hoặc nhà sản xuất nào ở Singapore có ý địnhhay bất kỳ một hoạt động buôn bán hoặc kinh doanh, cung cấp hoặc quảng cáo để cung cấp bất kỳ hàng hóa được kiểm soát nào ở Singapore sẽ phải nộp đơn cho Cơ quan An toàn gồm:

1. Được đăng ký với tư cách là Nhà cung cấp đã Đăng ký (RS – Registered Supplier); và
2. Đăng ký bất kỳ hàng hóa được kiểm soát nào mà nhà nhập khẩu hoặc nhà sản xuất dự định cung cấp hoặc quảng cáo để cung cấp tại Singapore.

Việc đăng ký này sẽ dựa trên sự phân loại hàng hóa gồm:

– Hàng hóa được kiểm soát rủi ro thấp

– Hàng hóa được kiểm soát rủi ro Trung bình

– Hàng hóa được kiểm soát rủi ro cao

Quy trình đăng ký:

Bước 1: Đăng ký với Enterprise Singapore, Cơ quan An toàn, để trở thành Nhà cung cấp đã Đăng ký (RS – Registered Supplier)

Bước 2: Thực hiện và đưa ra (các) báo cáo thử nghiệm cần thiết. Nếu không có sẵn, RS có thể liên hệ với các cơ quan đánh giá sự phù hợp (CAB – Phòng thử nghiệm) để thử nghiệm sản phẩm được kiểm soát (CG – Controlled Goods).

Bước 3: Xác định hàng hóa thuộc Loại rủi ro nào: thấp, trung bình, cao.

Bước 4: [Đối với CG có rủi ro thấp] RS nộp Tuyên bố về sự phù hợp (SDoC) của Nhà cung cấp cho Cơ quan an toàn dựa trên báo cáo thử nghiệm. Khi làm như vậy, RS đang tự tuyên bố rằng các CG rủi ro thấp tuân thủ các yêu cầu của Cơ quan An toàn.

Bước 5: [Đối với CG có rủi ro trung bình và cao] RS gửi báo cáo thử nghiệm và các báo cáo liên quan khác tài liệu cho một CAB (Cơ quan Chứng nhận) Để đánh giá. Nếu CG đáp ứng các yêu cầu an toàn, CAB (Chứng nhận) sẽ cấp Chứng chỉ Phù hợp (CoC) và đệ trình CoC cho Cơ quan An toàn.

Bước 6: Nếu Cơ quan An toàn đánh giá rằng Đơn đăng ký là đúng và đạt yêu cầu, một Thư chấp thuận (LOA) sẽ được cấp cho RS.

Thời hạn của chứng nhận là 3 năm và có thể gia hạn thêm.
