- Meets minimum conditions regarding technical facilities and services for tourists.
For each type of accommodation, the minimum conditions required for technical facilities and services to serve tourists are specified in Decree 168/2017/ND-CP and amended and supplemented in Article 168/2017/ND-CP. 5 Decree 142/2018/ND-CP, specifically as follows:
Firstly, for hotels
- Have a minimum of 10 bedrooms; There is a reception desk and shared bathroom.
- There is parking for guests at resort hotels and motels.
- There are kitchens, dining rooms and catering services for resort hotels, floating hotels, and roadside hotels.

- There is staff on duty 24 hours a day.
Second, for tourist villas

In Article 29 of the 2017 Tourism Law, regulations on inspection and supervision of minimum conditions of technical facilities and services of tourist accommodation establishments:
1. At least 15 days before going into operation, the tourist accommodation establishment is responsible for sending a written notice to the Department of Tourism, Department of Culture, Sports and Tourism where the tourist accommodation establishment is located. about the following:
a) Name, type, and size of the tourist accommodation establishment;
b) Address of the tourist accommodation facility, information about the legal representative;
c) Commitment to meeting the conditions for tourist accommodation service business specified in Article 49 of the Law on Tourism and this Decree.
2. Based on the approved work plan or in unexpected cases as prescribed by law, the Department of Tourism, Department of Culture, Sports and Tourism where the tourist accommodation establishment is located is responsible for organizing Check the minimum conditions of technical facilities and services for tourists. Within 07 working days from the date of completion of the inspection, the Department of Tourism and the Department of Culture, Sports and Tourism must send a written notice of the inspection results to the tourist accommodation establishment.
In case a tourist accommodation establishment does not meet the minimum conditions corresponding to the type of tourist accommodation establishment as prescribed in this Decree, the Department of Tourism and the Department of Culture, Sports and Tourism request the establishment to tourist accommodation establishments are supplemented, completed, meet minimum conditions or change the appropriate type of tourist accommodation establishment. Accommodation establishments are responsible for notifying in writing the Department of Tourism and the Department of Culture, Sports and Tourism about the addition, completion, meeting minimum conditions or changing the type of tourist accommodation establishment. calendar.
3. In case the accommodation establishment submits an application for classification at the same time as starting business operations, the competent authority shall appraise and recognize the class specified in Clause 3, Article 50 of the Law on Tourism combined with inspection.
